1.   Although the sanctions were suspended Monday, the Security Council must still vote to lift them completely.

2.   Backed by France and Russia, Iraq wants to know exactly at what point sanctions would be suspended if it decided to accept the new plan.

3.   But Washington and Moscow remain far apart on the contentious issues of suspending sanctions against Iraq and of returning UN weapons inspectors.
